This report demonstrates that while the existence of legislative oversight tools matters in that such tools improve the quality of governance and the legitimacy of the political system, their impact is conditional and it depends on the presence of contextual factors.
In this regard, the contextual factors that determine the effectiveness of legislatures and that internal factors, such as oversight tools, are only supportive. Having explained the context for this study and the framework for data collection and analysis, this report is divided into three sections: external factors, external oversight institutions and internal factors.
Within each of these, using a combination of survey data (collected in 2009/2010 and 2016), focus group data and a review of existing literature, each relevant element is analyzed, particularly for its effectiveness in curbing corruption.
