This report seeks to inform the Public Administration Reform Strategy of the Government of Kosovo. It has a twofold objective. First, it introduces ‘civil service surveys’ as a new instrument to monitor and engage civil servants in the reform and modernisation of public administration in Kosovo.
Second, it provides original evidence on civil servants’ attitudes and behaviour, their experience with human resources management and their evaluation of the quality of leadership.
Overall, the report hence aims to contribute to the professionalisation of the civil service in Kosovo in accordance with the European principles of administration.
