This report seeks to inform the efforts of the Government of Bangladesh to modernise the civil service. It is part of a larger project led by Jan-Hinrik MeyerSahling (University of Nottingham), Christian Schuster (University College London) and Kim Sass Mikkelsen (Roskilde University) on ‘Civil Service Management in Developing Countries: What Works?’. The project includes ten countries Latin America, Africa, Eastern Europe and Asia including Bangladesh. With more than 23.000 participants, it has led to the largest-ever cross-country survey of civil servants.
