Abstract: This report draws on results from an international survey of more than 20,000 public servants in Eastern Europe, Africa, Asia and Latin America. The authors gratefully acknowledge financial support from a UK Department for International Development (DFID)-British Academy grant for this project (http://www.britac.ac.uk/node/4662/). In Uganda, the survey was implemented with the authorization of the Ugandan Government’s Uganda National Council for Science and Technology (UNCST) and the Ministry of Public Service.
